Kaghan Valley in Monsoon: Landslide and Flood Safety

Where the Kaghan road slides in July and August, what happened in 2025 and 2026, and how to check the road, river and alerts before you leave.

The Kaghan Valley is open in the monsoon, but it is one of the northern valleys where July and August rain most often closes the road. Landslides on the Mansehra-Naran-Jalkhad road (the N-15) are common, nullahs rise within minutes, and the Kunhar river runs beside the road for almost its whole length. Most blockages are cleared the same day. The trips that go wrong are the ones started late, in heavy rain, with no spare day.

Why does the Kaghan road slide?

The valley is steep, the road is cut into the slope, and the monsoon drops heavy rain on it in spells. Local reporting often links the frequency of slides to the 2005 earthquake, which cracked the mountainsides, so that long rain brings mud and rock down. The Kunhar runs below the road and swells quickly after rain upstream, and side streams carry boulders into the carriageway.

Two different hazards matter for a visitor. One is the road itself being blocked or washed away. The other is water: the river, the nullahs and flash floods, which are the ones that kill people.

Where has the road failed in recent monsoons?

These are reported incidents, not a forecast. Slides can come down anywhere between Balakot and Jalkhad, but the same names keep appearing.

  • 13 July 2026, Khanian. Mudslides carrying boulders blocked the Mansehra-Naran-Jalkhad road after heavy rain swelled the Kunhar and local streams. Dawn reported that the Balakot assistant commissioner sent heavy machinery and traffic was held for a little over an hour.
  • 19 July 2026, Balakot and Kiwai. Heavy rain swelled the Balakot, Damgla, Shawal and Boli nullahs and landslides blocked the road at several places. Four tourists from a vehicle that left the road near Kiwai died, and Rescue 1122 moved stranded visitors to safer ground (Pakistan Today).
  • 21 July 2026, Kaghan. A cloudburst caused flash flooding around Kaghan bazaar and nearby areas. Hundreds of residents and tourists were moved out of low-lying spots in time, with no deaths reported. The Kaghan bridge was closed as a precaution, a landslide blocked the highway at Soach, and in Siran valley the main bridge serving 12 villages was washed away (ARY News).
  • 22 July 2025, Jalkhad and Besar. Large slides blocked the Naran to Babusar Top road for a 17-hour clearance operation by the Kaghan Development Authority and the NHA. Stranded visitors were put up in nearby hotels (APP).

Older reports from Dawn and The News describe slides at Kiwai, Soach and near Naran in other years. The pattern is the same: the road above Balakot is the exposed part, and the blockages cluster in July and August.

How to check before you leave

  1. Read the forecast and alerts the evening before. The Pakistan Meteorological Department and NDMA issue rain warnings, and the KP Provincial Disaster Management Authority posts advisories. A hotline, 1700, is staffed round the clock.
  2. Call your hotel in Naran or Kaghan in the morning. They will know whether the road behind you or ahead of you is open. This beats any news site, which tends to report a closure after it has started.
  3. Check for tourist restrictions. In bad spells the district administration has told visitors to avoid the upper valley or has suspended traffic to Lake Saif-ul-Malook. If a restriction is in force, it applies to you, and hotels will not always say so first.
  4. Ask the Motorway Police on 130 about highway conditions, or call the NHA or the Kaghan Development Authority office if you have a number.

None of these gives a guarantee. Conditions can change in the four hours between Balakot and Naran.

Driving the road in rain

  • Leave early and arrive early. Afternoon rain builds in the hills, and the Balakot to Naran stretch takes longer than people expect once there is a queue. Never drive it in the dark in the monsoon.
  • Don't stop under a freshly cut slope or beside a nullah to take photographs.
  • Never drive into water running across the road. A few inches of fast water is enough to move a car, and you cannot see what has been washed out beneath it.
  • Turn back in heavy rain rather than pressing on to a hotel you have booked. A lost booking costs far less than an accident.
  • If the road is blocked, stay in the vehicle or in a building well above the river, and wait for the machinery. Do not try to walk across a slide while it is still moving.
  • Carry water, food, a power bank and cash. Phone signal often fails exactly when a road closes, and a queue can last for hours.

Staying near the river

The Kunhar is the draw in Naran, Kaghan, Balakot and Khanian, and the reason people book riverside rooms. In the monsoon it is also the reason to look at the room differently. Pick one that is well above the water, not on the bank, and look at where you would go if the river started to roar at night.

Don't camp on flat ground beside the river or beside a side stream, however good the spot looks. Don't swim, wade or sit on rocks in the channel. A stream that is calm in the morning can rise quickly after rain falls out of sight higher in the valley. Our Kunhar rafting guide covers the river in its safer season.

Which parts of the valley carry the risk?

  • Balakot to Kaghan: the most slide-prone road, and where most closures start. The nullahs at Balakot rise first.
  • Naran: the bazaar sits right by the river. Check the rooms and the escape route, and treat the jeep tracks above as the first things to close.
  • Saif-ul-Malook and the high lakes: the jeep track and trek routes are exposed to rain and cloud, and access has been restricted at bad moments. See our Lake Saif-ul-Malook guide for the route.

Should you go in July or August at all?

If you have a choice, go in June, before the monsoon sets in, or in the second half of September, once the rain has eased. The valley is the same and the roads are calmer. Our month-by-month pages on Naran in July and Naran in August describe what the rain does to the trip.

If July or August is your only window:

  • Book flexible rooms and keep at least one spare day at each end.
  • Plan a shorter trip to the lower valley, around Balakot, Kiwai and Shogran, rather than a long push to Babusar.
  • Decide before you leave that if the district administration or PDMA tells visitors to stay away, you will go somewhere else.
  • Don't take a trip that depends on a narrow return date, such as a flight from Islamabad the same evening.

It is not a trip for anyone who cannot be stranded for a night, or for families who need to be back for work or school on a fixed day.

Frequently asked questions

Is it safe to visit Naran and Kaghan in the monsoon?

Many Pakistani families do, and most trips pass without trouble, but the risk is real. In July 2026 four tourists died in a vehicle that left the road near Kiwai, and landslides and a cloudburst closed the road within a single week. Check the forecast, travel in daylight and keep a spare day.

Which part of the Kaghan road has the most landslides?

Reports in 2025 and 2026 repeatedly name Khanian, Kiwai and Soach on the Mansehra-Naran road, and Jalkhad and Besar above Naran. The stretch from Balakot upwards is the most exposed.

How long does a landslide block the Naran road?

Often a few hours. A 2026 blockage at Khanian lasted a little over an hour, while a larger one in July 2025 took a 17-hour clearance operation. A washed-out bridge can take much longer.

How do I check if the Naran road is open?

Call your hotel in Naran or Kaghan on the morning you travel, read PDMA advisories, and ring the Motorway Police on 130 for highway conditions. In an emergency call Rescue 1122.

Does the UK advise against travel to Kaghan?

The UK's Pakistan advice, updated in September 2026, advises against all travel on the Karakoram Highway between Mansehra and Chilas, which is a different road from the Kaghan road (N-15) to Naran. Overseas visitors should read their own government's current advice, because it can affect travel insurance.

Can I raft or swim in the Kunhar during the monsoon?

It is a bad idea. The river rises quickly after rain upstream and carries boulders. Stay out of the water and off the banks while it is high.
