SUVs and vans cost more, and multi-day trips are normally priced as a package with the driver's food and lodging agreed in advance.
Almost everyone hires a car with a driver rather than self-driving for this trip, and for good reason: the roads are narrow, the drops are steep, and a driver who knows the Neelum road is worth more than any saving. What does a car with a driver cost for Azad Kashmir?
Published point-to-point fares from operators in Islamabad and Muzaffarabad, checked in 2026, give a useful range. They are published rates, not quotes, and the pages do not always say whether they cover fuel, tolls or the return trip, so ask.

Another operator advertised Corolla fares to the northern areas and Neelum Valley starting from PKR 28,000 for a longer tour package, which shows how widely a "trip" can be priced depending on days and what is included. Treat anything under the published figures with suspicion, and anything far above them as an opening bid.
Rates for Rawalakot, Bagh and the Poonch hills are less often published. Ask for a quote based on the distance from Islamabad: Rawalakot is a three to four hour drive on the Azad Pattan road.
Which routes are people hiring for?
Islamabad to Muzaffarabad
About 140 km and three to four hours. This is the easiest and cheapest hire, and suits a day trip or the first leg of a longer one. Same-day return packages exist; check the waiting time.
Islamabad to the Neelum Valley
Keran is about 93 km beyond Muzaffarabad, so the drive is around 230 km and six to seven hours. Sharda and Kel are further. Some drivers will take you all the way and stay with you for the trip; others will drop you and return. Agree this early. See our Islamabad to Neelum Valley guide.

Which vehicle do you need?
A sedan is fine to Kel in summer if the driver is careful. A Prado or similar SUV is more comfortable, higher off the road after rain, and better for a family with luggage. A Hiace suits groups of eight to ten. Coasters are for large groups, and the narrow road past Athmuqam is hard going for them.

What to ask before you book
- Is fuel included? For multi-day trips it is usually agreed upfront.
- Who pays for the driver's meals and bed? Many hotels give drivers a cheap room; confirm if you are expected to pay.
- What is the daily limit? Multi-day rates often assume a set number of kilometres.
- Waiting and detours. Ask what happens if you stop for photos or change plans.
- What if the road is closed? A landslide can mean an extra night. Agree who pays.

Self-drive, bus or car with driver?
Self-drive hire in Islamabad starts around PKR 7,500 per day for a Corolla, but you carry the risk on a hard road, and rental firms vary on whether they allow cars into the Neelum Valley. Buses and minibuses run from Muzaffarabad to Kel daily, and they are very cheap, but they set the timetable and don't stop for the river. A car with a driver is the middle option, and most families settle on it.

Is it safe? What to check in 2026
Pakistani tourists still visit Azad Kashmir, but the situation shifted repeatedly this year. Protests from June 2026 led to roadblocks, strikes and long internet shutdowns; the AJK government asked tourists to stay away for part of June. Full internet was ordered restored in the Neelum Valley and Leepa on 1 September, but Rawalakot's service stayed suspended.
The UK government advises against all travel within 10 miles of the Line of Control, which includes most of the Neelum Valley, and all but essential travel to the rest of Azad Kashmir. Overseas visitors should check their own government's advice, because it can void insurance, and foreign nationals need an NOC for the Neelum Valley. Who should hire, and who shouldn't
Hire a car with a driver if you have children, parents, or luggage; if you want to look at the river rather than the road; or if you don't know mountain roads. It is also the simplest way to run the Neelum Valley in three to five days.
