The cost of an Azad Kashmir trip depends mostly on how far you go and how you travel. In 2026, five days from Islamabad to the Neelum Valley works out at roughly PKR 20,000 to 30,000 per person on a tight budget, PKR 35,000 to 60,000 mid-range, and PKR 80,000 or more in comfort. From Lahore, add the extra travel: about PKR 5,000 per person return by coach, or a share of roughly 750 km of extra fuel if you drive.
All the figures here are rough 2026 asking prices gathered from several sources, not quotes. Hotel rates in the Neelum Valley can double between April and July, and fuel prices change every few weeks, so use them to plan and confirm before you pay.

What decides the cost of an Azad Kashmir trip?
Four choices set your budget more than anything else:
- How you travel. Coasters and shared vans are cheap for one or two people. A car with a driver is expensive, but split between four or five people it can cost about the same per head.
- How far you go. Muzaffarabad, Rawalakot and Banjosa are three to four hours from Islamabad. Kel in the upper Neelum Valley is a full day each way, which adds fuel, extra nights and often jeep hire at the end.
- When you go. Hotels in the Neelum Valley raise their rates sharply from mid-May to mid-July and at Eid, sometimes by 40 to 100 percent. September and early October are cheaper and still open.
- Where you sleep. A basic guesthouse room and a good hotel in the same village can differ by a factor of five.
Getting there from Islamabad and Lahore
By coaster, coach and van
Coasters run from Rawalpindi, including from the Faizabad terminals, to Muzaffarabad several times a day, taking four to five hours by the Murree and Kohala road. Listed fares in 2026 were about PKR 1,500 to 2,200 one way depending on operator and vehicle. Coasters to Rawalakot cost about PKR 1,200 to 2,000.
From Lahore, direct overnight and morning coaches to Muzaffarabad were listed at about PKR 2,500 to 2,600 one way in 2026, for a journey of seven to eight hours. Alternatively, take any coach to Rawalpindi and change.
From Muzaffarabad, shared vans and Hiaces run up the Neelum Valley. Short hops between towns cost from a few hundred rupees; longer legs to Keran, Sharda or Kel cost more, and a return to Keran was about PKR 2,400 in one 2026 budget. Ask at the Muzaffarabad stand, and travel early, because vans fill and leave when full.
By your own car
Islamabad to Kel and back, with some local driving, comes to roughly 700 km. A car doing 11 km to the litre on mountain roads will use around 64 litres, which at close to PKR 390 a litre in September 2026 is about PKR 25,000. Shared between four, that is roughly PKR 6,000 each.
From Lahore, add about 750 km for the return trip to Islamabad and back, plus motorway tolls, and plan an extra night or a very long first day. For a shorter trip to Muzaffarabad or Rawalakot, the fuel bill is well under half the Kel figure.
By hired car with a driver
A sedan with driver in Islamabad was advertised at about PKR 6,000 to 9,000 a day in 2026, and a Prado at about PKR 16,000 to 25,000, usually with fuel and tolls on top. For a mountain trip, agree in writing whether the price includes fuel, tolls, and the driver's food and room, and whether the car is allowed beyond Muzaffarabad. A one-way drop from Islamabad to Muzaffarabad in a sedan was quoted at about PKR 14,000 to 16,000.
Hotels and guesthouses: what a night costs
Azad Kashmir has three broad kinds of place to stay:
- Budget guesthouses in Keran, Sharda, Kel, Kutton and Muzaffarabad, at roughly PKR 2,000 to 4,500 a room in 2026, with the cheapest rooms in the low season. Ask about hot water and bedding before you agree.
- Mid-range hotels and resorts, roughly PKR 6,000 to 12,000 a room. Keran's better-known hotels were advertising rooms at roughly PKR 6,500 to 13,000 in 2026, with the top of that range in June to August.
- Comfort. Muzaffarabad's Pearl Continental was listed at around USD 68 a night on booking sites in 2026, roughly PKR 19,000. In the valleys, the best rooms in peak season cost a similar amount or more.
The AJK Tourism and Archaeology Department also runs rest houses in the Neelum Valley, Muzaffarabad district and Bagh, and they can be good value. Booking goes through the department, so arrange it before you leave rather than turning up.
Jeeps, chairlifts and other extras
In summer the main road through the Neelum Valley takes ordinary cars as far as Kel, but several of the best places need a jeep or a lift:
- A private jeep for a full day, to places like Taobat or the meadows above Kutton, costs roughly PKR 12,000 to 20,000 per jeep (2026), more for the longest runs and at Eid.
- A seat in a shared jeep for a day trip costs roughly PKR 1,500 to 3,500 per person, if you can find others to share with.
- The Arang Kel chairlift and entry came to about PKR 500 to 1,200 per person in one 2026 budget.
- Ratti Gali Lake needs a jeep from Dowarian and a walk, and is one of the biggest single extras of any Neelum trip. Agree the price and waiting time at Dowarian.
- Leepa Valley usually means hiring a jeep at Reshian for the day.
Jeeps are priced by the vehicle, not the seat, so four or five people sharing pay a fraction of what a couple pays. Before setting off, agree exactly where you are going, how long the driver will wait, and whether the price is one way or return.
A local SIM also matters. SCOM is the network that works best in the upper Neelum Valley, and a SIM with data costs roughly PKR 500 to 1,200.
Food and daily spending
Food is one of the cheaper parts of the trip. In 2026, a simple dhaba meal cost roughly PKR 300 to 600, and a shared chicken karahi for two about PKR 1,200 to 2,000. Chai is cheap everywhere.
As a rule of thumb, plan on about PKR 1,200 to 1,800 per person a day if you eat at dhabas, and PKR 2,500 to 4,000 if you eat in hotel restaurants. Prices tend to be higher at the busiest viewpoints and resorts.

From Lahore, add about PKR 5,000 per person for the return coach, or a share of the extra fuel and tolls if you drive, plus a night in Islamabad if you break the journey.
A weekend to Rawalakot and Banjosa, or to Muzaffarabad and Pir Chinasi, costs far less: two nights and a short drive, with no jeeps. For most people it comes to well under half the Neelum figures.
How to spend less, and where not to
The cheapest way for a couple to see the Neelum Valley is usually not the cheapest-looking option. Hiring a car alone costs far more per person than joining up with friends, and a group of four or five sharing a car and jeeps often pays less each than two people on public transport who then hire jeeps alone.
Other ways to keep costs down:
- Go in September or early October. Rooms are cheaper, the roads are drier than in the monsoon, and the valley is quieter; our guide to the best time to visit Azad Kashmir explains the seasons.
- Avoid Eid and the long summer weekends, when rooms and jeeps cost most and the cheapest rooms go first.
- Stay in Keran or Sharda rather than Kel if you are watching money, and go up to Kel and Arang Kel for the day.
- Eat where the drivers eat. Dhabas on the main road are much cheaper than hotel restaurants.
Where not to save: the driver and the vehicle. A tired driver or a car with worn brakes on the Neelum road is not worth a few thousand rupees. Keep some money spare for a landslide delay or an extra night.

Is Azad Kashmir cheaper than Hunza or Skardu?
Usually, yes. It is closer to Islamabad and Lahore, there are no flights to pay for, and budget rooms are plentiful. The upper Neelum Valley in peak season is the exception, as rooms there can cost as much as anywhere in the north.
How much is the jeep in Neelum Valley?
