How jeep hire actually works
A Neelum Valley jeep is hired as a whole vehicle for a route or a day, not sold as individual seats, though drivers will sometimes fill spare seats with other travellers heading the same way and split the cost informally. You agree the fare, the route, the waiting time and the return time before you get in, ideally through your hotel or at the jeep stand where drivers wait for passengers, rather than with the first driver who approaches you on the street.
Fuel is sometimes included in the quoted price and sometimes not, which is one of the main reasons quoted fares vary so much from one conversation to the next. Ask directly whether the price includes fuel before you agree it.
Sharda to Kel
This is the busiest short hire in the valley, since it is where most people with their own car switch to a jeep for the rough final stretch. Asking rates run roughly PKR 5,000 to 8,000 for the return trip, including time waiting at Kel while you cross to Arang Kel by chairlift. If you plan to stay the night at Arang Kel and need the jeep again the next day, ask for a single price covering both days rather than paying for two separate hires.
Dowarian to Ratti Gali Lake
The 16 km jeep track from Dowarian to the base camp is the most expensive short hire in the valley, reflecting the state of the track and the altitude. Quoted return fares vary widely, from around PKR 6,000 at the low end to PKR 15,000 or more in peak season and on busy weekends, and a shared seat, when other travellers are splitting a jeep, can run to roughly PKR 1,500 per person. Kel to Taobat
The jeep track beyond Kel runs close to the Line of Control for much of its 40 km length, with identity checks on the way. Return fares are typically around PKR 5,000 to 6,000, and travellers going one way only, or sharing with locals heading the same direction, sometimes pay a much smaller per-person fare on shared transport rather than hiring the whole jeep. Agree whether the price includes the driver waiting in Taobat, or whether you are expected to arrange a separate return.
Kel to the Shounter valley, and other long routes
Longer and rougher routes, such as into the Shounter valley, are priced individually rather than at a fixed going rate, since they depend on distance, road condition on the day and how long the jeep will be away from Kel. Agree the full plan, including every stop, before you leave, and expect to pay noticeably more than for the shorter routes above.
Why prices vary so much
- Season. July, August and the Eid holidays see the highest demand and the highest prices. Weekdays in June or September are cheaper and easier to negotiate.
- Whether fuel is included. A price with fuel included will naturally look higher than one without it for the same route.
- How far the jeep has to travel to reach you, and whether it is returning empty afterwards.
- Group size. A jeep seats up to seven or eight people, so a full group splits the fare far more cheaply than a couple hiring the same vehicle alone.
- Your starting point in the conversation. Drivers commonly quote higher to visitors who arrive without any sense of the going rate, which is the main reason to ask your hotel first.
How to negotiate a fair rate
- Ask your hotel for the current rate before you go to the jeep stand. Hotel staff know what locals are paying and will usually tell you honestly.
- Agree the whole trip up front: the route, every stop, the waiting time and the return time, not just a one-way price.
- Confirm whether fuel is included, so you are comparing like with like if you get more than one quote.
- Fill the jeep if you can. Splitting a fare of PKR 12,000 between seven or eight people costs far less each than a couple hiring the same vehicle alone.
- Pay in cash, and have small notes, since jeep drivers rarely carry much change.
- Choose a proper passenger jeep and don't let the driver squeeze in extra people beyond its normal capacity. Overloaded jeeps on the Ratti Gali track have been involved in serious accidents.
