A four-day Neelum Valley trip from Islamabad costs roughly PKR 33,000 to 50,000 per person for a couple in their own car, PKR 20,000 to 33,000 each for a family of four, and PKR 27,000 to 36,000 each for six friends sharing a hired van, at 2026 prices. Budget three-day group tours are advertised for much less, around PKR 14,000 to 19,500 per person, because they pack people into shared rooms and a single vehicle.

All figures are rough 2026 asking rates gathered from several sources, not quotes. They change with the season, rise at Eid and vary from one hotel or driver to the next.

What decides the cost of a Neelum trip?
Four things set the budget more than anything else:
- How you travel from Islamabad. Your own car, a hired car or van with a driver, public transport or a group tour. For most people this is the biggest single cost.
- How far up the valley you go. Keran is reachable in any car. Kel, Arang Kel and the lakes usually mean paying for a jeep at some point.
- When you go. Rooms cost more in the peak summer months and a great deal more at Eid. Weekdays in June or September are cheaper and easier.
- Where you sleep. A guesthouse room in Sharda and a good hotel room in Keran can differ by a factor of three or four.
Getting there from Islamabad
Your own car
Islamabad to Kel is about 290 km each way. With some local driving, a round trip that reaches Kel comes to around 650 km. A 1,300 to 1,600 cc car that manages 10 to 12 km a litre on this kind of road will use roughly 55 to 65 litres. At about PKR 390 a litre in late September 2026, that is roughly PKR 21,000 to 25,000 in fuel. A trip that turns round at Keran uses about a quarter less.
Add the toll on the Murree Expressway in both directions, a few hundred rupees each way for a car. Fill up in Muzaffarabad, where fuel is easy, and top up at Athmuqam.
A hired car or van with a driver
Rental companies in Islamabad quote per day, with the driver included and fuel usually extra. Current asking rates start at about PKR 7,000 a day for a Corolla-class sedan and about PKR 14,000 a day for a 14-seat Hiace, with 4x4s such as a Prado costing considerably more. Ask whether the driver's food and room are included, and whether the vehicle is allowed beyond Sharda. A driver who knows the Neelum road is worth paying for.
Public transport
The cheapest way for one or two people. Coasters and wagons from Rawalpindi and Islamabad to Muzaffarabad cost about PKR 1,000 to 1,800 a seat in 2026, and buses and wagons run on up the valley from Muzaffarabad. It is slow, depends on departure times, and still leaves you paying for jeeps above Sharda.
A group tour
For solo travellers and couples, a group departure is often the cheapest way to see Neelum. Three-day group tours from Islamabad and Lahore are advertised at roughly PKR 14,000 to 19,500 per person in 2026, and four-day tours that include Ratti Gali at around PKR 22,500 to 25,000. The low prices often mean three or four people to a room, a full van and long days. Read the inclusions carefully: whether the jeep to Kel or Ratti Gali, meals and a proper room are included makes a real difference.
Where you sleep, and what it costs

Rates are highest in the summer peak and at Eid, when the cheapest rooms go first. Out of season many places drop their prices, and in winter many close. Almost everywhere is paid in cash.
A few things to check before you pay: whether hot water is available all day or only in the morning, whether the generator runs through the evening power cuts, and whether breakfast is included. Evening power cuts are common across the valley.
How much are the jeeps?
Jeeps are hired for the vehicle, not the seat, and carry up to seven or eight people. The main runs:
- Sharda to Kel and back. Many visitors leave their car in Sharda for the rough road to Kel. A jeep for the day, waiting while you cross to Arang Kel and back, costs roughly PKR 10,000 to 15,000 in 2026. If you are sleeping at Arang Kel, you need a jeep back the next day: ask for a single two-day price.
- Dowarian to Ratti Gali. A return day trip to the base of the lake is quoted at about PKR 13,000 to 15,000 per jeep in 2026, more if the jeep waits overnight while you camp. Horses from the base camp to the lake are extra.
- Kel to Taobat and to the Shounter valley. Long jeep days on rough tracks, priced accordingly. Agree the price, the stops and the waiting time before you set off.
The chairlift across the river at Kel is a separate, small cash fare per person, not a large cost, though the queue on a summer weekend can cost you a couple of hours.
A jeep shared by six people at PKR 12,000 comes to PKR 2,000 each, which is why groups find the upper valley good value and couples less so.
Food and the small costs
Food in Neelum is simple and reasonably priced. Rough 2026 costs:
- A meal at a roadside dhaba: about PKR 300 to 600 per person.
- A chicken karahi for two: about PKR 1,200 to 2,000.
- Trout, sold by weight in Keran and elsewhere: about PKR 2,500 to 4,000 a kilo.
- A day's food: about PKR 1,200 to 1,800 per person at dhabas and guesthouses, or PKR 2,500 to 4,000 if you eat at hotel restaurants and order trout.
Other things to budget for:
- A SCOM SIM, bought in Muzaffarabad, because other networks fade up the valley.
- Parking at Kel and a small tip for jeep drivers who have waited patiently.
- Power banks rather than relying on charging during power cuts.
- A spare night. A landslide or heavy rain can keep you an extra day, and you pay for the room either way.
Carry enough cash for the whole trip from Muzaffarabad. Athmuqam and Kel have bank branches, but ATMs up the valley are not something to rely on.

The van budget does not include the driver's food and room, which some companies add on top. Adding Ratti Gali means another day and another jeep of about PKR 13,000 to 15,000.
How to spend less in Neelum
- Travel midweek and avoid Eid, when rooms, jeeps and the roads are all at their worst.
- Fill the jeep. Travel as a group of five or more, or share with another small group from your hotel.
- Stay in Sharda or Keran guesthouses rather than the bigger hotels, and ask for the rate without breakfast if you would rather eat in the bazaar.
- Book directly and confirm the rate before you arrive, especially in July and August.
- Eat where the drivers eat. Dhabas in Kundal Shahi, Athmuqam and the Sharda bazaar are far cheaper than hotel restaurants.
- Fill up in Muzaffarabad and carry snacks and water from there.
Is Neelum good value?
For a family or a group of friends with a car, yes. The drive from Islamabad is short compared with Hunza or Skardu, rooms are reasonably priced outside the peak weeks, and the jeep costs split well between several people. You can see Keran, Sharda and Arang Kel in four days without a flight or a long run up the Karakoram Highway.
It is less good value for a couple paying for every jeep themselves, and poor value at Eid, when prices rise and the roads jam. For solo travellers on a tight budget, a group tour is usually the cheapest option, as long as you accept shared rooms and a fixed pace.
