Dowarian is a village in the Neelum Valley, about 106 km from Muzaffarabad and 22 km beyond Athmuqam, where the unpaved link road to Ratti Gali Lake leaves the main valley road. Almost nobody visits it for its own sake. People stop here to sleep, hire a jeep and start the long day up to the lake at 3,683 metres.

Where is Dowarian?
Dowarian sits on the Neelum River, at the point where a stream coming down from the Ratti Gali side joins it. The Neelum road reaches it after Athmuqam, which is the district headquarters, and before Sharda and Kel further up the valley.
Wikipedia gives the distance from Muzaffarabad as 106 km, and travel sources use the same figure. The drive is quoted at four to six hours. That is a wide range, but it is honest: the road is narrow, there are landslide repairs most seasons, and a Friday or holiday convoy of tourist vehicles slows everything.

What is in Dowarian?
It is a mountain village, not a town, and the expectations should match.
- A government rest house. The AJK Tourism and Archaeology Department keeps a rest house here, and forest department rest houses are mentioned by some travel sources. Availability and booking arrangements change, so confirm before you rely on them.
- Guesthouses and small hotels. These cater to people heading for the lake, and are simple. Our Dowarian hotels guide goes through the options.
- A civil dispensary. A government dispensary serves the village, which is a basic first-aid level facility rather than a hospital. For anything serious the nearest larger facilities are down the valley at Athmuqam, the district headquarters.
- Schools. There is a secondary school, opened in 1972 and upgraded to higher secondary level in 2016, as well as primary schools.
- Shops. Expect small village shops for water, biscuits and basics. Buy anything you specifically need, such as medicines, batteries and snacks for the trek, in Athmuqam or Muzaffarabad rather than counting on Dowarian.
Do not assume there is a working ATM in the village. Carry enough cash for the whole stay, and read our ATMs in Neelum Valley post for what to expect along the valley.
The surrounding slopes grow walnuts, mulberries, cherries and apples. In summer you may see fruit for sale by the road.
How the Ratti Gali track starts
The main road continues up the valley, but the track to Ratti Gali Lake turns off near the village. A Dawn report on the July 2024 accident described it as an 18 km unmetalled link road. Other sources give 16 to 19 km, which is the normal spread when people measure from different starting points.
Jeeps do the climb. A typical time quoted is one and a half to two hours each way in good conditions, though some sources say longer after rain or when queuing. The track is rough, rocky and narrow, with water channels beside it in places. Where it ends, there is a short walk to the lake.
Fares vary a lot by season, demand and whether you pay per seat or hire the whole jeep. 2026 sources quote anything from about PKR 1,500 per person to PKR 11,000 to 15,500 for a whole jeep, which tells you not to trust any single figure. A word on the jeeps
In July 2024 a passenger jeep carrying tourists to Ratti Gali rolled into a water channel near Jabba on this link road, killing two people. Reports said the vehicle had a transmission failure. The AJK government banned the jeeps for a period pending fitness certificates and road improvements.
Check the current position on arrival. When you choose a jeep, look at the tyres and the general condition of the vehicle, and take a driver who knows the track. Do not travel on the track at night or in heavy rain.
Planning a Ratti Gali day from Dowarian
Most visitors sleep in Dowarian the night before, because reaching it from Muzaffarabad takes much of a day and the jeep ride adds hours. A workable plan looks like this:
- Arrive the afternoon before and confirm the jeep, the price and an early start with your hotel.
- Set off at first light. The track is easier in dry morning conditions, and you want to be back down well before dusk.
- Allow time at the lake, then come back the same way. With a jeep each way and a stop at the top, count on most of the day.
- Keep a spare day in your schedule. Rain or a landslide on the main road can turn one day into two.
Carry water, a warm layer and rain protection even in July. At 3,683 metres the weather changes quickly.
When should you go?
Ratti Gali Lake is normally reachable from about July to September, when the snow on the upper track has melted. Earlier in the year the lake can still be frozen or under snow, and the jeep track may not be passable.

Is Dowarian safe to visit?
This needs a straight answer. The Neelum Valley runs close to the Line of Control for much of its length. The UK government's travel advice for Pakistan advises against all travel to areas of Azad Kashmir within 10 miles of the Line of Control, which includes most of the Neelum Valley, and against all but essential travel to the rest of Azad Kashmir. Overseas visitors should read their own government's advice, because travelling against it can void travel insurance.
Pakistani visitors do still travel up the valley, though tourism has been hit hard. Dawn reported on 13 September 2026 that the sector had lost heavily for three consecutive years, because of tension on the Line of Control, last year's military confrontation between India and Pakistan, and unrest. From June 2026, protests led by the Joint Awami Action Committee were among the deadliest in Azad Kashmir in years, with long phone and internet shutdowns, and the AJK government at one point asked tourists to stay away.
Before leaving home:
- Check local news and the current advice of the AJK authorities and police.
- Ask your hotel in Athmuqam or Dowarian about road and track conditions the same morning.

The road itself is a separate risk. In July 2025, six people died when a tourist vehicle left the road and fell into the Neelum River at Chilhana, in a section reported to have no safety wall. Take the drive slowly, avoid driving after dark, and do not push the day to make up time.
Who is Dowarian for?
It suits people who want to climb to Ratti Gali Lake and want to start early from the foot of the track rather than from Kel or Sharda further up. It is also a reasonable overnight stop on a slow trip up the valley.
It does not suit anyone expecting a destination to wander around. There is little to see in the village, and the lake day is long and tiring. If you are travelling with small children or older parents, a gentler stop higher up the valley, such as Sharda or Kel, is easier on everyone.
