What is open in Neelum Valley in May
By May the district administration has usually cleared the main road from Muzaffarabad through Athmuqam, Keran and Sharda to Kel, and it stays open barring a fresh snowfall or a landslide. Most guesthouses along this stretch are back open after winter, though some of the smaller ones in Kel and Sharda take a little longer to get fully staffed and stocked.
Arang Kel, the meadow village above Kel, is reachable by chairlift or on foot, and the walk up is easier than in winter with the snow mostly gone from the lower path. The meadow itself is greening but not at its fullest, and expect patches of old snow still lying in shaded spots.
What is still closed in May
The places that open latest are the ones furthest from the main road and highest in altitude:
- Ratti Gali Lake. The lake sits at about 3,683 metres and is fed by glacial melt, so it stays frozen or partly frozen well into the following month. The 16 km jeep track from Dowarian to the base camp typically only becomes passable from late June or July, once the snow on it has cleared.
- Shounter Valley and Chitta Katha Lake. Both are reached by jeep tracks from Kel that climb higher still, and in practice they are a July-to-September trip.
- Kel to Taobat. The unpaved jeep road beyond Kel is at its most reliable from around May to October, but early in the month it can still have patches of snow or mud from the thaw, so ask locally before you commit to it.
If a trip to the lakes is the main reason for going, May is the wrong month. If you want the main valley and Arang Kel without the summer crowds, it works well.
Weather and what to pack
Days in the lower valley are mild, and Kel itself sits in a comfortable range for walking around, typically somewhere in the mid-teens to low twenties Celsius by afternoon. Nights are a different matter: at Kel and especially at Arang Kel, temperatures drop close to freezing after dark, and a late-May cold snap can still bring snow at the higher elevations.

Roads, rain and how the drive runs
The drive up from Muzaffarabad follows the same route and takes the same six to seven hours to Kel as it does the rest of the year; May doesn't shorten the journey. What changes is the risk profile: spring meltwater and occasional rain can loosen slopes on the narrower stretches above Keran, so a cautious pace and an early start still matter. Why May is worth considering anyway
The trade-off is straightforward: you give up the high lakes, and in return you get a quieter valley, easier hotel bookings, and a landscape turning green rather than the parched, dusty look the lower valley can have by late July. Families who don't need Ratti Gali on the itinerary often find May a more relaxed introduction to the valley than the July and August peak.
