The best time to visit Neelum Valley for most trips is June or September. The road is open as far as Kel, the valley is green, and you miss both the heaviest monsoon rain and the worst of the peak-season crowds. If you want the high lakes such as Ratti Gali, go between July and early September; for autumn colour, go in October; for snow, go between December and February and expect only the lower valley to be dependable.
Neelum is not one destination but a 150 km river valley that climbs from about 740 metres at Muzaffarabad to over 2,000 metres at Kel, with lakes and passes well above that. Different parts of it open at different times, so the right month depends on what you want to see. This guide goes through the year and matches each season to a kind of trip.

When are the roads in upper Neelum open?
The main valley road is kept open most of the year. It runs from Muzaffarabad through Athmuqam and Keran to Sharda and Kel, and in a normal winter the district administration clears it after each snowfall. In late January 2024, for example, the road was open to all vehicles from Nauseri to Kel, while the stretch beyond Kel to Taobat was for 4x4 vehicles only. After a heavy snowfall the upper sections can stay blocked for days: in January 2025 the road from Kel towards Taobat was closed at several points while the lower valley had been reopened.
What opens late and closes early is everything above the main road:
- Kel to Taobat. An unpaved jeep road of about 39 km. It is at its most reliable from May to October. In winter it is 4x4-only at best, and at Taobat itself winter lasts roughly from October to April.
- Ratti Gali Lake. The jeep track from Dowarian usually becomes passable around late June or July and the season ends in September.
- Shounter Valley and Chitta Katha. Reached by jeep from Kel, and in practice a July-to-September trip.
- The Noori Top track from Sharda to Naran. A summer-only jeep crossing, closed by snow for most of the year.
So in May you can usually drive to Kel and cross to Arang Kel, but the lakes will still be frozen or out of reach. From July to early September everything is open.
Neelum Valley month by month
December to February: snow and short days
Winter brings snow to the upper valley. It falls most reliably from Sharda upwards; Keran gets it in some winters, and the lower valley around Muzaffarabad mostly gets rain. In January 2025 Kel received five to six inches in one spell and Janawai, above it, ten.
A winter trip is possible, but it is a different trip. Many guesthouses close, Arang Kel is under deep snow, the lakes and high tracks are shut, and the road beyond Athmuqam can close for a day or more after each storm. The district authorities have repeatedly advised visitors in winter to avoid unnecessary travel, use only 4x4 vehicles in the upper valley and carry warm clothes and food. Go only with a driver who knows the road in snow, and with spare days.
March and April: the lower valley wakes up
Snow melts from the lower slopes, the orchards around the villages flower and the river rises. The lower valley as far as Keran is pleasant, especially in April. Higher up, snow lingers, and meltwater brings slides and broken sections of road. It is a quiet time to see the lower valley, not a time for Arang Kel or anything above it.
May: the season opens
By May the road to Sharda and Kel is normally clear, the valley is turning green, and hotels begin to open fully. The high lakes are not open yet, and the jeep tracks above the main road are still under snow.
May is a good month for a first trip if you want green slopes and cool air without July's crowds. Nights are cold at Kel, so pack properly.
June: green and settled
June is one of the two best months. Everything up to Kel and Taobat is open, the meadows at Arang Kel are fully green, and the monsoon has not yet arrived. It gets steadily busier through the month. Ratti Gali may open late in June, but do not plan around it until you have checked locally.
July and August: everything open, and the rain
This is the only period when every part of the valley is reachable, including Ratti Gali, Shounter and the treks above Kel. It is also peak season: hotels in Keran, Sharda and Kel fill, the chairlift at Kel has long queues, and weekends are crowded.
It is also the wettest time. July is the wettest month of the year at Muzaffarabad, and heavy rain brings landslides onto the valley road and mud onto the jeep tracks. In August 2025 floodwater washed away part of the Ratti Gali track and more than 700 tourists had to be brought down in a rescue operation. September: the best month for many people
September combines most of what July offers with far fewer people. The rain eases, the air clears, and the lakes are normally still accessible in the first half of the month. By late September nights at Kel and Arang Kel are cold, and the high tracks start to close. If you can choose freely, early to mid September is hard to beat.
October and November: colour, then quiet
October is autumn colour: the trees on the valley slopes turn yellow and rust. Days are clear and cool and nights are cold, particularly above Sharda. Arang Kel is quiet and beautiful, but the lakes and high passes are effectively closed.
By November the valley is winding down. Snow can come early to the upper villages, and many guesthouses close for the winter.
The best time for each kind of trip
For green meadows and the river
Late May to June, or September. The valley is at its greenest in June, and the weather is more settled than in July and August.
For Ratti Gali and the high lakes
July to early September. Ratti Gali Lake sits at about 3,680 metres and is reached by jeep from Dowarian and then on foot; our Ratti Gali Lake guide covers the track and the base camp. Outside this window the track is under snow or broken by slides. Even in season, go early in the day and turn back if the weather closes in.
For autumn colour and photography
October. The colour comes first to the higher slopes and moves down the valley through the month, so the exact week varies from year to year. Ask a hotel in Sharda or Kel how far it has come before you set off.
For snow
December to February, but with caution. You will see more snow from Sharda upwards than at Keran. Keep the plan flexible, travel with a 4x4 and a local driver, and be ready to stop lower down if the road is closed.
For families and older parents
June or September. The roads are open, the weather is kinder than in the monsoon or winter, and hotels are easier to book than in July and August. Neelum's altitude is gentle compared with Hunza or Deosai: most of the valley is below 2,100 metres, and even Arang Kel is about 2,550.

Eid, weekends and advisories
Neelum is busiest at Eid and on summer weekends, when traffic backs up on the Murree Expressway and around Kohala, rooms cost more and the queues at the Kel chairlift can run to hours. If your dates are flexible, travel midweek and avoid the Eid holidays altogether.
The valley runs along the Line of Control, and in two recent seasons outside events closed it to tourists at short notice. In spring 2025, during the tension between Pakistan and India, police turned visitors back at checkpoints and let only residents into the valley. In June 2026 the AJK government asked visitors to stay away from the whole region for two weeks during protest strikes. Before you set off, check the latest news and any advisory from the AJK government or the Neelum district administration.
Which month should you choose?
If you want one answer, choose September. You get open roads, a good chance of reaching the lakes, clearer skies than in the monsoon and a fraction of the summer crowds.
Choose June if September doesn't suit your dates or if you want the greenest possible valley. Choose July or August only if Ratti Gali or a trek is the reason for the trip, and accept the rain and the crowds. Choose October for colour and quiet, knowing the lakes are out of reach. Choose winter only if snow is the point and you can travel without a fixed return date.
