Do you need a permit?
Yes. Fishing in Swat's rivers falls under Khyber Pakhtunkhwa's fisheries rules, which set the whole of the upper Swat River and its trout tributaries aside as licensed water. A rod-and-line licence is issued by the Fisheries Department's local office, historically through the Extra Assistant Director of Fisheries for the area, and it is only valid for a single stated stretch of river.
Licences are cheap by design, meant to cover administration rather than raise revenue, but the exact fee changes from time to time. Ask at the fisheries office in Mingora or Kalam, or through your hotel, for the current rate before you fish rather than relying on an old figure.
- Bring your CNIC. It is asked for when a licence is issued.
- Fish only the water named on your licence. The rules divide the river into numbered reaches, and a licence for one reach does not cover another.
- Use rod and line only, with an artificial fly, spinner or artificial worm. Nets and other gear are not permitted on trout water.
- There is a daily catch limit and a minimum fish size, and undersized trout must be released.
When is the season open?
Under the fisheries rules, no trout may be killed anywhere on the designated trout waters between 10 October and 9 March. That leaves a season running from around 10 March to 9 October, though in practice most anglers fish from April, once the rivers have settled after the spring melt, through to September.
- April and May bring high, cold snowmelt water. Fishing is possible but harder, and some upper stretches near Kalam may still be difficult to reach if the road has fresh snow damage.
- June to August is the main season. Water levels are more settled between spells of monsoon rain, and this is when most visiting anglers fish.
- September is quieter and often good, with clearer, lower water as the melt eases off.

Where to fish
The rules mark out the Swat River and its main trout tributaries in numbered stretches running upstream from Madyan:
- Madyan to Pashmal, on the main river and the Madyan side stream.
- Pashmal to Bhandara/Bahrain, still on the main channel.
- Bahrain up towards the Gabral and Utror confluence.
- Around Kalam, where the Ushu and Utror streams meet the main river.
- The Ushu valley above Kalam, towards Mahodand Lake, one of the more remote and productive stretches.
- The high lakes, including the water around Mahodand, are treated as their own category under the rules.
In practice, most visiting anglers base themselves in Madyan, Bahrain or Kalam and fish the accessible stretches of the main river and the Ushu River near Matiltan, rather than trekking into the more remote side valleys. For a family holiday, treat it as an add-on rather than the main plan.
