Where the 2026 fares come from
After a stakeholders' meeting in May 2026, the Office of the Assistant Commissioner, Balakot, issued a notification fixing round-trip fares for tourist jeeps on the main routes of the Kaghan Valley, along with a traffic plan for Naran bazaar. It was reported in July 2026.
Besides the three Shogran routes, the same list covers Naran to Lake Saif-ul-Malook (PKR 5,500), Naran or Battakundi to Lalazar (PKR 4,500) and Naran to Babusar Top (PKR 12,000 by jeep). Fares like these are meant to stop overcharging at the busiest times, but they change. Treat these as the 2026 rates and expect a revision next season.
What the fare includes, and what it doesn't
The notified fares are return fares for the whole jeep. A family of six and a couple pay the same.
What the notification does not spell out:
- How many people a jeep takes. Don't overload it. The Siri Paye track in particular is steep and rough, and a lighter jeep is a safer jeep.
- How long the driver waits at the top. The return fare assumes the driver brings you back, but not after an unlimited stay.
- Overnight stays. If you go up to Shogran today and come down tomorrow, the driver makes two trips on two days.
Settle all three before anyone gets in. A two-minute conversation at Kiwai saves an argument at Siri Paye.
Waiting time and waiting charges
There is no officially notified waiting charge, so this is a matter of agreement.
For Siri Paye, most people want an hour or two at the top: long enough to walk to the lake, have tea and take photographs. Agree the time with the driver in plain terms ("we come back down at 12") and what happens if you want longer.
For Shogran, most visitors stay the night, so the jeep does not wait at all. Ask whether the driver will come back for you at an agreed time the next day for the return half of the fare, and take his mobile number. If you plan to go on to Siri Paye in the morning, the same driver may prefer to do both, which is easier for everyone.
If you would rather walk down from Siri Paye, which many fit walkers do, you only need the jeep one way. There is no notified one-way fare, so agree it in advance.
Which combination is cheapest?
It depends on whether you are staying the night in Shogran.
- Day trip to Siri Paye from Kiwai: take the direct Kiwai to Siri Paye jeep at PKR 8,000. It passes through Shogran on the way, and you can ask for a short stop.
- A night in Shogran, then Siri Paye: Kiwai to Shogran (PKR 4,500) plus Shogran to Siri Paye (PKR 5,500) comes to PKR 10,000. You pay more, but you get the evening and the early morning in Shogran, which is when the place is at its best.
- Your own car to Shogran, then a jeep to Siri Paye: PKR 5,500 in jeep fares. This only works in dry weather and with a driver who is confident on the Shogran road.
Plan on your own car stopping at Shogran. In 2022 the Kaghan Development Authority barred private tourist vehicles from the Shogran to Siri Paye road after a fatal accident, and the track is rough enough that it is best left to local jeeps anyway. Why you may be quoted more
Drivers sometimes ask for more than the notified rate, especially on Eid holidays and summer weekends, when demand is highest. A few things are worth knowing:
- Ask to see the notified rate list. The fares were fixed precisely to protect visitors at busy times.
- Agree the fare, the waiting time and the return before you set off, not at the top.
- If someone insists on more than the notified fare, note the jeep's registration and report it to the local administration or the Kaghan Development Authority. The KDA has warned drivers before that overcharging brings penalties.
Genuine extra charges are another matter. A long wait, an overnight return, a detour or a trip outside the normal season are all reasonable things to pay extra for, as long as the amount is agreed first.
Outside the summer season
The notification was issued for the summer tourist season. In winter, when snow lies on the Kiwai road, jeeps are often the only way up to Shogran, and conditions decide whether the driver will go at all. Is the jeep worth paying for?
For Siri Paye, there is no real choice: it is a jeep or a long walk. For Shogran itself, the jeep is worth it for anyone who is not a confident mountain driver, for families with small children or older parents, and for anyone arriving tired or late. Split between a family, the Kiwai to Shogran fare is a small part of the cost of the weekend.
