Most visitors treat Neelum Valley and the Kaghan valley as separate trips, both reached and left via Islamabad. Combining them over Noori Top means you enter one valley, cross the ridge between them, and exit through the other, without doubling back through Muzaffarabad and Islamabad in between. For a group with the right vehicles, time and appetite for a rough day of driving, it turns a there-and-back trip into more of a journey.
It is worth being clear about what it saves and what it doesn't. It does not save time overall: the crossing itself is slow and weather-dependent, often no quicker than driving back down and around by road. What it saves is repetition, since you see new country the whole way instead of retracing the road you came in on.
How the combined trip fits together
A sensible structure gives each half of the trip room rather than rushing towards the crossing:
- Neelum Valley first, 3 to 4 days. Muzaffarabad, Kel, Arang Kel and Sharda, finishing in Sharda the night before the crossing.
- The Noori Top crossing, one full day. Start early from Sharda, cross by jeep to Jalkhad, and expect the crossing itself to take most of the day once you include the approach on both sides.
- Kaghan valley, 2 to 3 days. Naran, Lake Saif-ul-Malook and the surrounding sights, arriving with time to recover from a long day on the track.
Total, this is realistically a 7 to 10 day trip, not a quick loop. Anyone trying to compress it risks arriving at the crossing tired, which is the wrong state to be in on an unpaved mountain track.
What makes this different from the standard route
The standard way to link the two valleys is the long way round: back down the Neelum road to Muzaffarabad, on to Islamabad, then north again via Balakot and Naran. It is a full day of driving on paved roads with no real risk beyond ordinary mountain driving, and it works in any month the two roads are separately open.
Noori Top replaces that day with a shorter-distance but far rougher crossing, open only in summer, needing a 4x4 and, for most travellers, a local driver rather than their own vehicle. It suits experienced overlanders and small groups with time to spare, not families on a fixed schedule or a first visit to either valley.

Is it safe?
Pakistani visitors travel to Sharda every summer, and identity checks are routine given the valley's position near the Line of Control. As of September 2026, the UK government advises against all travel in Azad Kashmir within 10 miles of the Line of Control, which covers most of the Neelum Valley, and against all but essential travel to the rest of AJK; the 2026 Joint Awami Action Committee protests also brought road blockades and long internet shutdowns to parts of the region. Check local news and current police advice before setting out, and if you hold a foreign passport, check your own government's current travel advice, since travelling against it can void your insurance.
