Kel is the last proper town in the Neelum Valley reachable by road, at about 2,097 metres, and it is the base for almost everything worth doing in the upper valley: the chairlift up to Arang Kel, jeep trips into the Shounter valley, and the rough track onward to Taobat. On its own, Kel is a working town rather than a destination, but as a base it puts you closer to the best of Neelum than anywhere else.

Kel itself
Kel sits where the Shounter stream meets the Neelum River, with a small bazaar, a bank branch, simple hotels and a government rest house. It is the point where the main valley road effectively ends; beyond it, everything is jeep track. Kel is not a pretty town in the way Sharda or Keran can be, but it has everything you need for a night: food, fuel where available, and a base for the trips that make the upper valley worth the drive.
An easy way to spend an hour here is simply walking along the river, away from the road, before or after a trip up to Arang Kel.
The Arang Kel chairlift
The main reason most visitors come to Kel is to reach Arang Kel, a meadow village on the mountainside across the river, at about 2,550 metres. A chairlift crosses the river and climbs partway up, followed by a walk of thirty minutes to an hour to the meadow itself; walking the whole way from Kel takes around two hours. In peak season, queues for the chairlift can run to two hours or more on weekends, so being in Kel and ready to go early gives you a real advantage over day-trippers arriving from Sharda.
The Shounter valley
From Kel a jeep track runs up the Shounter valley, reaching Shounter Lake at around 3,100 metres in roughly three hours each way. It is a long day out by 4x4, open only in the summer months, and it takes you into quieter, higher country than anything reachable by road. Further up the same valley, Chitta Katha Lake is a proper trek rather than a jeep trip, usually done with a night of camping and a local guide.
Arrange the jeep and driver in Kel the day before if you can, since demand for vehicles rises quickly on good-weather days in season.
The road onward to Taobat
Past Kel the road becomes an unpaved jeep track for about 40 km to Taobat, the last village in the valley, passing through smaller settlements including Janawai and Halmat. It is several hours by jeep even in good conditions, and it is not a comfortable round trip from Kel in a single day. If Taobat interests you, plan to stay the night there rather than rushing the return.
Planning your time in Kel
- One night: enough for Arang Kel as a half or full day, with an early start to beat the chairlift queue.
- Two nights: adds either the Shounter valley by jeep or a proper night up at Arang Kel itself, once the day visitors have gone.
- Longer: brings Taobat and the wider upper valley into reach, each needing its own day or more.
Kel is not the place to arrive late in the day and hope to see much before dark; the road from Sharda is rough enough that most of an afternoon can disappear into the drive alone. Is Kel worth the drive?
Yes, if Arang Kel, the Shounter valley or Taobat are on your list, since Kel is the only practical base for all three. As a destination in its own right, it is unremarkable, and nobody should plan a trip around Kel alone.
It is a long way to come for a short visit. The drive from Islamabad takes most of a day even before the rough stretch from Sharda, so Kel suits travellers with at least three or four days for the whole Neelum Valley trip rather than a quick weekend.
