Tarbela Lake Boating: Season, Where to Go and Safety

How boating works at Tarbela Lake from Khalabat, the July to September season, why water levels matter, and the safety rules to check before you board.

Boating on Tarbela Lake is done mainly from the boat stop at Khalabat Township in Haripur district, and the busy season is July to September, when the lake is high and no special pass is needed from Khalabat. Khalabat is about 65 km north of Islamabad by Wikipedia's figure, so it works as a day trip from the capital or Rawalpindi. We could not find a current, published fare list, so this guide does not quote one: agree the price and the route before you step on the boat.

It also covers something most boating pages leave out. Many of the boats here are working passenger boats that carry villagers, goods and animals across a very large reservoir, and overloaded boats have caused real accidents. Knowing what to look for is the most useful thing you can take with you.

Where do you take a boat on Tarbela Lake?

Tarbela Lake is the reservoir behind Tarbela Dam on the Indus. Its surface area is about 250 square kilometres, which is why a boat trip can be a short loop near the shore or a long crossing that takes much of a day.

Khalabat Township is the practical starting point for visitors. It lies on the road from Haripur to the lake and has the boat stop that appears in news reports and in travellers' accounts. From there boats go out to the lake's open water and to villages across it.

The dam itself and the lake close to it are WAPDA-controlled areas, and access near the structure needs permission. Our Tarbela Dam visit guide explains what you can see without it. Travellers on forums report that outside the July to September window, getting onto parts of the lake can need permission from WAPDA, so do not assume the same freedom in winter. We could not confirm the current rule with WAPDA, so ask locally.

When is the best time for Tarbela Lake boating?

July to September is the season. The lake fills with snowmelt and monsoon rain, reaching a high of about 473 metres above sea level, and the shoreline is where you expect it to be. The same months are hot and humid in Haripur, so go early.

Winter and early spring are different. The level can fall to about 396 metres, a drop of nearly 80 metres, and the shoreline retreats a long way. Some structures normally underwater appear. Boats then have to travel further to reach the water, or run in shallower areas.

That is not a theoretical risk. In April 2025 an overloaded passenger boat became stuck in marshy ground at low water on the lake, about 30 km from Khalabat. Dawn reported that all 130 passengers were rescued, on a boat with a capacity of 70.

Are the boats safe?

Treat this as a real question. Some of the boats on the lake are ferries for local people rather than tourist craft, and the record of accidents is clear:

  • July 2019. A boat travelling from the Shangla side towards Haripur capsized near Barag village. Reports at the time put 38 to 40 people on board, with deaths including children and women. It was small and overloaded, and the boatman had kept picking up passengers.
  • April 2025. The stranded boat above, carrying nearly double its capacity.

After the 2025 incident, Haripur's administration inspected boats, declared life jackets mandatory for every passenger, told the boating association to prevent overloading, and called for old and deteriorated boats to be removed. The provincial chief secretary has also said all boat owners and operators must be registered with the deputy commissioner and local police.

Before boarding, use that as your checklist:

  1. Count people. If the boat looks full, it is. Wait for the next one.
  2. Ask for life jackets for everyone, including children, and wear them from the dock.
  3. Avoid boats loaded with cattle, bikes or goods alongside passengers.
  4. Decline if the boatman is still picking up passengers after you have boarded.
  5. Do not go out in strong wind, and avoid late afternoon so you are back before dark.
  6. Keep the trip short if you are not confident swimmers. The water is deep and the current near the river channel is fast.

What does it cost?

There is no official published tariff that we could verify for 2025 or 2026, and reports from older years are out of date. Fares vary by season, boat type, distance, and whether you hire a whole boat or take a seat on a scheduled run.

Practical steps: ask two or three operators, agree the total price and the route first, settle whether it is per person or for the boat, and pay at the end rather than at the start. Expect higher asking prices on Eid and weekends in July and August.

How to get there

From Islamabad the route is the motorway to Haripur and then the road to Tarbela and Khalabat, about 65 km in total. From Abbottabad it is roughly 35 km south. There is no public transport that suits a day trip well, so most visitors come by car. Our Haripur guide lists other stops nearby.

Is Tarbela Lake boating worth it?

For a family from Islamabad with a free day in July or August, yes, provided you choose a proper boat, wear life jackets and keep the trip short. The attraction is the sheer scale of the water more than any one sight.
