Shangla Top: Snow and Views Above Swat

Shangla Top is the forested pass, at about 2,100 metres, on the road between Khwazakhela in Swat and Besham on the Karakoram Highway. From Mingora it is about 50 km and an hour and a half to two hours' drive, which makes it an easy half-day trip from Swat. In winter it is one of the nearest places to Swat's towns for roadside snow, usually from late December to February; from May to October it is a cool, green stop with views back over the Swat valley.

It is a place to drive over and stop at rather than a destination in itself. This guide covers both roads up, the state of the road in 2026, winter snow and the views.

Where is Shangla Top?

Shangla Top sits on the ridge that separates Swat from Shangla district. The road over it is the N-90, a 64 km national highway that leaves the Swat valley at Khwazakhela, climbs east through pine forest to the top, drops about 8 km to Alpuri, the district headquarters of Shangla, and then runs down to meet the Karakoram Highway at Besham, on the Indus.

For people staying in Swat it is a short outing into the hills. For people travelling between Swat and the north, it is the direct link to the KKH, and saves going back down to the motorway.

The road up from Swat

Most visitors come up from Mingora. The first 25 km or so follow the main valley road north to Khwazakhela, busy with bazaar traffic. At Khwazakhela you turn east off the Kalam road onto the N-90, and the climb begins.

1. Mingora to Khwazakhela, about 25 km. Slow valley driving through market towns. Allow 45 minutes to an hour.
2. Khwazakhela to the top, about 20 km. The road climbs in long bends through pine and fir forest, past villages on the lower slopes. This is the section with the best views back over the Swat valley.
3. The top. A saddle on the ridge, with a forest rest house, a few small hotels with restaurants, and room to pull over.

From Islamabad, the quickest way is the motorway to Mingora, about three and a half to four hours, then this road. Our guide to driving from Islamabad to Swat covers the first part. The whole trip from Islamabad takes five to six hours, so either stay the night in Swat or start very early.

The state of the road in 2026

The N-90 is maintained by the National Highway Authority, and the section between Alpuri and Khwazakhela, over the top, has been in poor shape for several years. The contract to rebuild it was awarded in about 2022, but the contractor dug up long stretches and then stopped work; in November 2025 residents were still complaining of machinery abandoned on the road, and in June 2026 of excavated sections and deep potholes that had never been finished.

Expect a slower, bumpier drive than the distance suggests. A normal car can manage it in dry weather if you take it gently, but a car with good ground clearance is more comfortable, and after rain or snow the unfinished stretches are the ones that give trouble.

The road up from Besham and the KKH

From the Karakoram Highway, the N-90 leaves Besham and climbs west for roughly 35 km to Alpuri, then about 8 km more to the top. Allow an hour and a half to two hours. It is a sensible way to come if you are already on the KKH, or if you are driving between the north and Swat.

A common use of this road is as a link on a longer trip: Swat first, then over Shangla Top to Besham and north up the KKH, or the reverse on the way home. If you plan to break the journey on the highway, our guide to stopping over in Besham covers hotels and fuel there.

Snow at Shangla Top

Snow is why many people come in winter, and in a good winter there is a lot of it. The usual season is late December to February, but it varies widely from year to year. In January 2026 a series of heavy falls left up to three feet of snow at Shangla Top, closed the road from Alpuri, and brought Rescue 1122 out to rescue five people stranded in their car at the top. At the other extreme, in early June 2025 an unseasonal fall dusted the high ground around Shangla, something residents said they had never seen.

What that means if you are planning a snow trip:

• Go after the snow, not during it. The day after a fall, once the road has been cleared, is when the top is at its best and the drive is safest.
• Carry snow chains and fit them before the climb. In January 2026 police in Shangla banned cars without chains from the snowbound roads and registered cases against drivers who ignored the warnings.
• Expect power cuts. Heavy snow brings down lines in Shangla; in January 2026 much of the district was without electricity for about six days. Charge phones and power banks before you leave.
• Turn back in good time. Winter daylight is short, and the unfinished road surface is worse under ice. Aim to be back down in Khwazakhela or Alpuri by mid-afternoon.
• Dress for real cold. Warm jackets, gloves and waterproof shoes, not trainers.

Views and where to stop

Some of the best views come on the Swat side of the climb, above Khwazakhela, where the road looks back over the valley. Stop where there is a proper pull-off rather than on a bend, because this is a working highway with trucks and local buses.

At the top itself you look back across Swat towards the ridge of Malam Jabba, and east down into Shangla's forested valleys. The clearest views tend to come in autumn, from late September to November, once the monsoon has passed. July and August are the wettest months, and the top is often in cloud.

Is Shangla Top safe?

Pakistani families do still drive up in winter and summer. But the wider area has a serious security history, and both sides of the pass are covered by current advisories.

• On the Swat side, on 2 August 2026 a suicide bomber killed 17 people at a peace rally in Kabal, near Mingora, and in July 2026 militants were reported in the mountains of Matta and Charbagh; the road from Mingora to Khwazakhela runs through Charbagh.
• In Shangla, in February 2026 three police officers were killed in an operation against militants in the Kabalgram area, near the KKH, and in December 2024 an attack on a police post at Chakesar killed two.
• Official advice: the UK government's travel advice advises against all but essential travel to Shangla and against all travel to Swat.

Check local news the night before, ask the police in Mingora or Alpuri about the road, and travel in daylight. Overseas visitors should know that their government's advice may say not to go, and that travelling against it can void travel insurance.

Is it worth the drive?

In winter, if you are already staying in Swat and there has been a fresh fall, yes. It is a short, dramatic drive to deep snow among the pines. In summer it is a pleasant half-day out of Mingora, but not worth a special trip from Islamabad on its own.

It suits families with a sturdy car and a spare day, and anyone driving between Swat and the KKH. It does not suit people in a low car in the snow season, anyone on a tight schedule, or first-timers who would rather not deal with rough roads and fast-changing advisories.
