Overseas Pakistanis arriving by air can bring personal clothing, a phone, a laptop and other everyday items duty free, plus a small extra allowance on their first visit of the year after a stay abroad of at least seven days. Anything beyond that, or anything that looks like it is for sale, can be charged duty. Foreign currency of US$10,000 or more has to be declared, and gifts and gold are where most disputes start.
Allowances are set by Pakistan Customs and change, and the published lists differ in detail between sources. Treat the figures below as the baseline, and check the current schedule on the FBR customs website or at the airport before you pack anything expensive.

The basic duty-free allowance
The list published by Islamabad International Airport gives the allowance that applies on any visit after any stay abroad: personal wearing apparel, toilet requisites and an electric shaver in use, one each of an electric iron, hair dryer, mobile phone and wristwatch, 200 cigarettes or 50 cigars, one laptop with accessories in use, and a personal wheelchair. Toys and push carts for children are included.
The phrase that matters is "in use". Customs distinguishes between a laptop you are carrying because it is yours and three new ones in boxes. Used items pass easily; new items in original packaging draw more questions.
The first annual visit allowance
If it is your first visit of the year and you have been abroad for seven days or more, a second list applies. It includes a radio or ordinary tape recorder, a DVD or similar player, a still and video camera, personal jewellery in reasonable quantity, and professional tools up to US$500. A separate line allows other items up to about US$500 in aggregate, and a token allowance for religious souvenirs (tabarrukat) of up to US$100.
This is a modest allowance and it is per passenger, not per family. It is not a licence to bring a suitcase of electronics for relatives, and customs officers will ask who a large quantity is for.
Phones, laptops and gadgets
The airport list allows one phone as a personal item. Other sources cite larger numbers, up to five phones, and some retail guides suggest a second phone is tolerated. Because these do not agree, plan on one phone per person duty free, and expect to pay tax on extras.

Cash, gold and jewellery
Cash. Visitors can bring unlimited foreign currency, but US$10,000 or its equivalent or more must be declared to customs on arrival. The threshold was raised to US$10,000 in 2022, and Pakistan has an app for filing currency declarations. Declare honestly; an undeclared amount is far worse than a declared one.
Gold. Pakistan introduced customs declaration forms on international flights in August 2022, covering currency, gold jewellery and precious stones. The duty-free allowance for gold is small and the published figures differ, so do not assume a number. A few bangles worn by a woman as personal jewellery are rarely a problem; bars, coins or a boxed set of jewellery are. When in doubt, use the red channel and declare it.
Taking gold out. Overseas Pakistanis and foreign nationals may take out gold jewellery and stones up to US$10,000 in value if bought with foreign exchange they brought in, according to FBR's export procedure. Keep the purchase receipts.
Gifts, food and other things people bring
Personal gifts in small quantities are usually fine. The practical rule is that quantity and packaging tell customs whether something is for you or for sale: six identical perfumes, ten boxed watches, or several sealed devices will be treated as commercial.
Certain items are restricted regardless of who brings them, including narcotics, weapons and satellite phones. What happens at the airport
Arriving passengers go through immigration, collect baggage and then choose the green or red channel. The green channel means you have nothing that is restricted or over the allowance. The red channel is for dutiable or restricted goods. If you are unsure, go red: declaring and paying is quicker than an argument after being stopped in green.
Keep receipts for expensive purchases, and carry original boxes only when you have to. If an officer assesses duty, ask for a written assessment and a receipt for anything you pay.
Is the allowance enough for your trip?
For most families it is. Personal items, one phone each, a laptop and a modest number of gifts are fine. It becomes difficult if you are bringing goods for relatives to sell or use, replacing a household's electronics, or moving back permanently. The last case falls under a separate transfer of residence scheme, with a larger allowance and a partial concession on one major appliance, and it is worth reading the rules or asking an officer before you travel.
